PS Medical Services Leads Public Sector Health Budget Hearings for FY 2026/27
Nairobi, Kenya- - The Principal Secretary for Medical Services, Dr. Ouma Oluga, chaired the Public Sector Hearings for the Health Sector on the Proposed FY 2026/27 and Medium-Term Expenditure Framework (MTEF) Budget at the Kenyatta International Convention Centre (KICC). The session was a key milestone in setting Kenya’s healthcare priorities on the path toward Universal Health Coverage (UHC).
The hearings underscored the importance of public participation in national budgeting, allowing citizens and stakeholders to provide input that enhances transparency, accountability, and equitable allocation of resources. Such engagement ensures that community needs are reflected in policy and budget decisions, while strengthening oversight and reducing potential misuse of funds.
Dr. Oluga highlighted the centrality of health within the Government’s Bottom-Up Economic Transformation Agenda (BETA), noting that a strong health system underpins economic growth. He emphasized that no Kenyan should face financial hardship due to medical costs, citing strategic interventions such as state-funded dialysis and cancer care that protect families and promote social welfare.
The PS outlined four priority areas guiding the Ministry’s budget proposals and long-term health reforms:
• Strengthening the health workforce and institutional capacity
• Ensuring access to essential medicines and health technologies
• Improving health facility infrastructure with functional diagnostic and support systems
• Advancing a unified digital health information system for enhanced efficiency, accountability, and data-driven decision-making
The hearing brought together senior government leaders, including the PS for Public Health and Professional Standards, Ms. Mary Muthoni, officials from the Ministry of Health, National Treasury, civil society organizations, persons with disabilities, and children’s organizations, all contributing inputs aligned with the vision of health as a driver of national development.
