Ministry Presents Health Priorities for 2027/28 Budget

Nairobi, Kenya -

The Ministry of Health has presented its proposed priorities for the FY 2027/28 and Medium-Term Expenditure Framework (MTEF) budget, focusing on stronger primary healthcare, social health protection through the Social Health Authority, health workforce investment and access to essential medicines and supplies.

Principal Secretary for Medical Services Dr. Ouma Oluga presented the proposals during the Health Sector Public Hearings at the Kenyatta International Convention Centre (KICC). He said the proposed investments aim to translate ongoing reforms into more accessible, quality and affordable healthcare.

Other priorities include health infrastructure, specialised services, digital health, local manufacturing, disease prevention and preparedness, research and innovation. Dr. Oluga emphasised sustainable financing, efficient use of resources and accountability, noting that addressing the projected medium-term financing gap will be important to sustaining priority programmes and essential services.

The proposals align with the Government’s Universal Health Coverage agenda, BETA, Kenya Vision 2030 and the constitutional right to the highest attainable standard of health. Participants, including representatives of SAGAs, the National Treasury, development partners, civil society, community organisations, persons with disabilities and the public, shared views and experiences on health sector reforms.

The session was chaired by Dr. Joel Gondi.
