PS Ouma Oluga Calls for Local Vaccine Production to Boost Immunization Coverage

The Ministry of Health Principal Secretary for Medical Services Dr. Ouma Oluga joined a panel of experts convened by Hennet at the Devolution Conference 2025 to discuss โ€œFinancing Immunization for Resilient Health Systems.โ€

He emphasised the critical role of local vaccine production and financing as one of the most effective pathways to achieving last-mile vaccination. Dr. Oluga highlighted the need to harness technology transfer, implement sector reforms, and strengthen health systems to support vaccine manufacturing within Kenya.

He also called for structured engagement among all sector players to reduce disorder and maximise efficiency in the healthcare system. Citing global shifts in health financing โ€” including the withdrawal of donor funding for key health programmes and Kenyaโ€™s deprioritisation by GAVI โ€” Dr. Oluga urged the ring-fencing of sufficient domestic resources to safeguard and sustain the countryโ€™s health sector.
