CS Duale Launches Digital Health Agency Strategic Plan, Reviews One Year of Digital Health Transformation
𝐇𝐨𝐦𝐚𝐛𝐚𝐲, 𝐊𝐞𝐧𝐲𝐚 - 𝟏𝟒𝐭𝐡 𝐀𝐮𝐠𝐮𝐬𝐭 𝟐𝟎𝟐𝟓 - Health Cabinet Secretary Hon. Aden Duale officially launched the first Digital Health Agency Strategic Plan, marking a major milestone in Kenya’s journey toward technology-enabled health systems.
The launch took place during a high-level session on the sidelines of the 9th Devolution Conference in Homa Bay County, where the CS also reviewed the gains, challenges, and opportunities from one year of implementing the country’s Digital Health Transformation — a central pillar in achieving Universal Health Coverage (UHC).
The event aligned with the conference theme “For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion and Social Justice”, highlighting the role of digitization in advancing equity, justice, and inclusion in healthcare.
In his address, Hon. Duale outlined flagship initiatives driving the digital health agenda, including:
▪️Taifa Care Digital Platform – integrating electronic health records, telemedicine, insurance management, and facility data to ensure continuity of care, prevent fraud, and improve patient experience.
▪️Community Health Digitization – empowering Community Health Promoters through the Smart CHP App to register households, track maternal and child health, report illnesses, and make referrals, boosting surveillance and accountability.
▪️Supply Chain & Resource Tracking – enabling real-time monitoring of medicines, vaccines, and medical equipment to reduce stockouts, curb wastage, and address disparities.
▪️Health Financing & Inclusion – leveraging digital IDs and mobile money to enroll vulnerable populations into the Social Health Insurance Scheme, strengthening financial protection and reducing catastrophic health costs.
He also spotlighted the Biometric Identification System — the first of its scale in the region — which enables instant patient verification, ensures benefits reach the rightful recipient, eliminates duplicate identities, and helps crack down on unqualified medical practitioners.
So far, the Ministry has distributed 15,000 digital devices to public health facilities, with a target of 74,000 devices nationwide to enhance service delivery and data management.
Calling for stronger collaboration, the CS urged counties, partners, and communities to leverage devolution as a platform to reaffirm their collective commitment to equity, justice, and inclusion through technology-driven health reforms.
The event was attended by Principal Secretary for Medical Services Dr. Ouma Oluga, Director General for Health Dr. Patrick Amoth, Kenya Medical Practitioners and Dentists Council CEO Dr. David Kariuki, Kenya Medical Supplies Authority CEO Dr. Ejersa Waqo, Digital Health Agency CEO Eng. Anthony Lenayara, Social Health Authority CEO Dr. Mercy Mwangangi, and Tharaka Nithi Governor Muthomi Njuki, Chair of the Council of Governors Health Committee, among other dignitaries.
